Wet paint is less something I BEWARE of and more of a CAUTION type of situation, I think.

You be cautioned about inanimate objects, including falling rocks, but you beware of dangerous animals....

I don't get it...the sign clearly says no smoking.

It seems pretty obvious. If a sign was put up which read, "Please, don't climb on the wall"... then those wishing to would climb as if not having seen the sign. But, this sign will get the would be climbers to possibly ask themselves if they want to chance getting wet paint on their clothes in the process of scaling. I'm highly doubtful of it's success.

Well, a very good point goes to "anonymous" on this one. However, one of the most baffling things about the sign is that it indicates "Non-Drying Paint." What kind of paint would one ever purchase that did not reach a dried state at some point, regardless of who may climb on the surface upon which it was applied?
